I think we should get it published as an experimental individual
submission asap and then do some experimentation (i.e deploy it) and
then go back to the IETF and get it elevated to a full standard.

There has been a bit of interest in this in the wg-fi kantara list
where the US federal govt is trying to figure out how federations
get built in practice. MDX could actually see a lot of uptake!
