[mdx] New Github Repo for Metadata Query Protocol

Yesterday Leif ambushed me (well, just asked really) about restarting
discussion on the metadata query protocol and moving it forward.  I have
not, to date, heard of anyone using the protocol and, besides Leif and
Ian, haven't really gotten any feedback.  However,
Leif was aware of other folks using it and after a discussion we decided
to set up a Github repo for the protocol and use it and this mailing
list as a means to pull in more feedback.

So, the Github repo can be found here:

So, if these other parties show up and have feedback we now have a
reasonable place to track it.  If they don't, well then I guess the
magnificent XML document that is draft spec will live on in Github.
