We've moved the github repository already, as I previously mentioned.  I consulted with Heather today about approach, and my current plan is to make minor header tweaks and resubmit the current text as draft-young-md-query-00 some time within (hopefully) the next week.  Main blocker will be reading through the appropriate background material on the process.  The result will be the existing thing existing in a referenceable form again, and we can take it from there.
