[mdx] kicking starting MDX for REEP

I also lean towards IETF for this work but if Scott thinks this is an easy 
push in OASIS we should consider that option as well

I have a slight preference for keeping it at IETF.   However that is dependent on finding people to move it forward.  
I am willing to help in both places.    I agree that SAML is the main motivating use case but likely openID Connect will use it as well.
