[mdx] metadata query protocol specification revived

As part of the REEP work[1], I have revived the metadata query protocol specification originally submitted as an Internet Draft by Chad LaJoie.  At this stage, draft-young-md-query-00 is functionally identical to draft-lajoie-md-query-01, although some changes have been made to the boilerplate.
