[mdx] new draft-md-query and draft-md-query-saml drafts

To mark the end of the year, and to reset the baseline for discussion, I have posted a new version of the md-query draft, and a first version of the md-query-saml draft. You should find the announcements appended.

The only changes in the drafts that haven't been discussed here have been to re-simplify the syntax around the "{xxx}yyy" mechanism in the base document, removing the "{xxx:zzz}yyy" variant; and adding a section describing anticipated extension points.
