Mainly that I didn't want to give the impression that it was a general profile that would include the requirements of all possible users of SAML metadata. The more focused the use case is, the less one might tend to put in speculative stuff, in general.

Right, I had forgotten that. I think the thing to do is come back once you've had a chance to read through it. I imagine we'll find that the requirements there are a strict subset of what's in this new document (minus the SHA-1 stuff, in particular).

Either way, I'm open to rewording if we can figure out what scope we actually want.
