[mdx] new revisions of metadata query I-Ds available

I have uploaded new revisions of draft-young-md-query and draft-young-md-query-saml to the datatracker. These have some minor changes to normative language (use the comparison links) but the main change is the introduction of the boilerplate language for the proposed REFEDS RFC stream.
