[mdx] new versions of MDQ specification drafts available

I have posted new versions of draft-young-md-query and draft-young-md-query-saml to the IETF datatracker; I attach copies of the announcement e-mails. As usual, you can also reach everything from the anchor page at https://github.com/iay/md-query

I added a list of software thought to be compatible with the current draft to the anchor page.

In the drafts themselves, the main change is to move from referencing RFC 2616 for HTTP to the new HTTP/1.1 spec sec (RFC 7230 et seq.) There are also more references to the HTTP specs so that readers can go to the appropriate HTTP definitions directly.

There are no functional changes in the specification this time round, although I did correct an obvious misstatement about one of the headers appearing in requests.

Next phase will involve checking a couple of apparent conflicts with the HTTP specification and incorporating some clarifications that arose from the implementation exercise.
