I agree. That's why I used 'preferably native English or American' above :-)

We can surely do with it as it is. I just thought the more condensed it
is the better the chances it gets read, especially because it has no
abstract or conclusion part which would allow to quickly grasp what's
all about.
More important is to get it out next week than waiting much longer.

Now back to Josh's message:

I can't provide a firm confirmation for such a commitment as this
implies, at least in my interpretation. However, it is surely my goal
that SWITCH contributes towards such a goal. So please adapt this
statement accordingly.

Here at SWITCH, we first need to sort out the priorities in respect to
other commitments and our resources available.
We also need some estimation of effort required and timescales as input
for this discussion on commitment.

We from SWITCH try hard to fulfill what we commit, so we are hesitant to
commit too much without knowing that we will most likely be able to
deliver...
