[mdx] this list is now public

This list is now public.  The list page is here:

I can customise the list page in various ways if anyone has suggestions.

Subscription to this list is now open, requiring only a confirmation of e-mail address.

The archives are now public.

List membership is now only viewable by the list administrator (me) to prevent it being picked up by random spammers now that I won't be vetting subscription requests.

P.S. the list is run off my hosting company's servers rather than my (ahem) "back-office systems", so load shouldn't be an issue.
