Our initial plan was to move forward with an experimental RFC but we've
seen some interest from the OIX-Kantara-US Fed "venn diagram" in having
a simple protocol that could both serve collections of SAML metadata
aswell as being able to scale up to very large metadata collections by
serving the entities one by one.

John has more insight here - is "standards track in the IETF" important
enough for MDX do you think at this point?
