This is surely not a statement that anyone would regard as true for all attributes.  For one thing, using URI values is only one way to avoid clashes.  For another, avoiding clashes is not always desirable.

Definitely not.  In a folksonomy, the clashes are the whole point.  They are where the definition of the tag arise from.
