None of that, IMHO, has any relevance to MDX as a spec. It's an
implementation discussion. There is no direct relationship between the MDX
concept of a tag and anything that has a "name format" since that's a SAML
concept.

The idea of a tag as far as I understood them is that the MDX service
describes tags it supports and what they mean in terms of business logic.
The rest is back-end details handled by the MDX service. And tags in MDX
were AFAIK just strings, though I haven't read the draft lately.

So if I want to define a tag "foo", I just have to decide what it means,
make sure anybody using my MDX service knows, and then implement the tag
according to some set of rules.
