I don't know where something like this would fit in the IETF, but if
somebody were to have the time to plug the draft into the OASIS template,
it would take little additional time to get the SSTC to approve it. I
would not expect significant, if any, comments, which means it's probably
about two months from draft completion to finalization, including the
review period.
