[mdx] kicking starting MDX for REEP

I suspect it needs more work before being stamped done.

I don't even know that there is any real demand for it to be more than an Independent submission.

The important thing is to get enough agreement for people to build software for as a implementers draft and then out what may or may not need changing.

If we want it to be an IETF standard we could put it in apps area (not my first choice due to the noise) or get a AD to sponsor it.

I don't think the choice of SDO dramatically affects the amount of work.
